Background: First off, he's basically from anime-fantasy post-WWI Germany. Here's the wiki link for him, but I'm going to add a couple of background pieces that have been introduced in the manga and never made it to the anime:
He was born and grew up in what's called District Zero in the Royal Empire, a deregulated zone which is entirely off register and run by criminals without interference by the government. There is no law in these areas, and the people there sort of exist in their own little society. His father was a (wrongfully) disgraced doctor who worked at a brothel to provide medical care to the girls. His mother was one of the sex-workers at the brothel who made a deal with said doctor to keep her child so that she could have him. The doctor worked it out with the brothel owner and the deal was that the child would be 'shared' among all the girls who wanted a kid so that no one else tried anything like that.
This somewhat-idyllic set-up was destroyed by a fire, set by the brothel owner's rival gang leader. This killed his mother and lost him his home and while we're unsure about his father otherwise, a little Randel got a front row seat to see the gentle man who'd always preached pacifism to him strangle the motherfucker who did it to death. After that, he fell in with a children's gang in the area, a perpetually cycling 'family' of street kids where the older kids do their best to support, feed, and teach the younger kids and eventually 'graduate' out. The lack of adults keeps the group safe from other gang leaders thinking of them as a threat so the 'older' kids largely stay away.
Randel wasn't particularly skilled at reading/writing/math, didn't have the temperament for violence, and wasn't emotionally prepared for sex work, and so generally did simple reading/writing jobs and physical labor until one of his younger siblings got sick. At that point, he sold himself to military scientists in order to pay for her medicine, disappearing for several years before the cease fire and, eventually, being found by Lt. Alice Malvin in the village during the first episode. See Wiki from there.
Personality: Randel is a remarkably kind and giving person, always looking for what he can do for others and how he can help them. He accepts everyone for who they are and doesn't let their homeland, profession, gender, or other factors stop him from seeing them as a person with worth, value, and worthy of respect. He does his best to deal with people as individuals instead of following stereotypes or behaving as if belonging to a specific group dictates everything about them. Even those who have caused harm or trouble, members of gangs or bandits, he does his best to try and help them and doesn't hold any harm done to him against them, realizing that most people do what they do out of fear, desperation, or pain. He's actually very fair-minded and has a good sense for when people are being coerced as opposed to when they're submitting to their baser instincts, and even then, there are certain crimes that he has quite a lot of sympathy for. As you might expect, he has a high level of empathy and while he doesn't often talk to his team about it, he does his best to lessen the load for them/help them with no desire for reward or acknowledgement. He's extremely humble, sometimes to the point of a fault or distorting his perceptions. While not being even remotely intellectual (he can just barely read and write), he nonetheless has an extremely sound tactical mind and he can come up with solutions in large scale and one-on-one fights quickly and easily enough to implement them properly.
He has VERY little to no self worth and he doesn't ever take care of himself, to the point of hurting himself even when he's not under the influence of the lantern if it means taking care of someone else. He'll leave his hospital bed to feed his stray cats and get his wounds infected, he'll send all of his money (all of it, he's basically homeless) to the kids that he grew up with, he'd rather go hungry than ask for different rations since he's basically vegetarian, and he's literally decided that he cannot feel love properly because he's killed so many people and ruined so many families/lives/etc. (This is untrue) He also suffers some terrible PTSD (including night terrors, hallucinations, and paralyzing fear episodes), extensive nerve and tissue damage taken over the years, and his emotional health is largely a damn mess. While he feels for people very easily, he can so easily get lost in his own trauma that it makes him blind to other's pain purely because he just goes numb. He's not much of an intellectual but he's somewhat socially awkward because he grew up in a society that was so different from what most people would consider 'normal' that he doesn't quite know how the cues work. While being slow to anger, he absolutely has a temper and seeing injustices, pain that could be so easily corrected, is one of the best ways to set it off; people being prideful or selfish set him RIGHT the hell off.
On one layer, he wants to help and take care of other people because since he was little, the most important thing TO him has been the people in his life. On another layer, he wants to help people to try and atone for the blood on his hands and he struggles with how much or how little that's self-serving. For a long time, 'justice' wasn't really a concern of his, mostly because he came from a society that just didn't really have a concept of it, but Alice has taught him that there is such a thing, about nobility and decency and how justice should be, and he wants to work towards her dream. The society in his world is extremely divided between the haves and the have nots and both he and Alice wish to create a world where everyone is treated truly equally by both society and the law and where wealth and resources are distributed in such a way that people are no longer suffering.
The very first impression people usually have of him is 'HOLY SHIT YOU'RE HUGE' given that he is, in fact, almost eight feet tall and built like a brick shit house. If they see him in battle, he can look like he's utterly invincible, terrifying and implacable and that he can take down anything or anyone. However, the second someone actually talks to him, they'll see that he's a giant marshmallow, a pushover, and a total sweetheart who'll literally give you the coat off his back if you ask for it (and he doesn't actually have much else OTHER than said coat). Usually, he's pretty quiet and he can even be somewhat shy before he knows someone. If they're sharp, they might just catch a bit of something haunted and sad in his eyes, but he does his best to keep positive and pleasant around other people.
As for how close either of those impressions are to reality? Well, the implacable nightmare fuel warrior is as far as it gets. The marshmallow is closer. But one of the main things about him is that he hides all of his pain, all of his torment, all the parts about himself and his life that he hates and feels a huge, crushing amount of guilt over. He acts very placid and he accepts almost anything done to him, and it can seem like he doesn't feel anything; it can especially look like he's utterly untouchable if you've seen him fight. But it's the farthest thing from the truth there is. He feels EVERY death at his hands, EVERY failure to save a life, including those he has to kill for a mission. He also feels things about how people treat him; he just figures he deserves it and all of the compassion that he turns on other people is never turned on himself. He's used to horrifying guilt-induced hallucinations and feeling like he doesn't deserve anything good because of everything he's done and while he does genuinely want to help people, cares about them intensely, he also just desperately wants to try and make up for everything he's done so he'll stop feeling so terrible. His lack of ease with traditional society tends to make him extra polite and unlikely to 'trouble' people for his concerns, but he's a little more outspoken and expressive with people he gets to know well. This has been shown most often when he was with his 'family' in District Zero. It comes off as shyness, but he's not really shy so much as awkward about his less-than-stellar intellectual abilities and the more he gets a rapport with someone, the more of his personality and opinions comes out. He also has no problem being blunt or direct when there's a dangerous situation going on and when it comes to giving people the hard truths they need to hear.
Powers/Abilities: Well, he's one of the Gespenst Jäger, and I'll let a canonical quote cover this one:
"You can burn out their eyes, even tear out their arms, but they'll never stop advancing! They will disregard their own lives, and attack [a tank] at point blank range! They have marched away from life itself to pull the trigger that brings death! They are the legend of the battlefield, they are the phantom warriors of the 901st anti-tank troop!"
What it boils down to is that when he turns on his blue lantern (or is pushed far enough in a dangerous situation), he loses all ability to feel pain or concern for his own life and attacks relentlessly until his target is neutralized or he is dead (or he turns off the lantern). He does not lose his cognitive ability; Randel's been shown to problem solve in a split second while in the midst of battle like this, such as by using his coat to block acid shot at him or using his giant shears to cut through a protective suit. While he's no Superman, he's clearly been somewhat augmented given that he was normal sized as a child and yes, he's very very strong. Also damn quick, given that he can disappear and reappear in the midst of a fight, it seems like, though he uses this sparingly. TL;DR: he turns on the lantern and he turns into nightmare fuel.
Normally, he's also a pretty good critical thinker and problem solver on the battlefield, as well as being an excellent team player and knowing when to take orders and trust his teammates.
As I think I mentioned earlier, though, he DOES take that damage and while he heals more quickly/effectively than a normal person, he's as human as anyone else so he is COVERED in scars, and a lot of his nerve endings are kaput after the repeated and extensive damage he's taken. Suffice to say he's usually in some sort of pain because of all of those injuries over the years, but he's learned to dull most of it out. Fresh pain, however, he'll react to that like anyone else if the blue lantern isn't on. For that matter, he reacts to most things normally when the blue lantern isn't on.
Power Nerfs (if applicable): Shouldn't require it, I don't think
Inventory: His rucksack (with his bedroll in it), his uniform, a change of clothes, his giant shears, his doorknocker handgun and ammo, and the blue lantern.
Incentives: One he gets people here that he cares about, guaranteeing their safety and honestly, the safety of any innocent, is an easy way to get him to do things. He'd also do quite a lot for the ability to sleep without nightmares.
